How to Transfer a Car via Diia: Step-by-Step Instructions 2026

As of May 2026, Ukrainians have already completed over 500,000 online vehicle purchase and sale transactions through the «Diia» app. The figure speaks for itself: the scheme genuinely works, and people are using it. If you are selling or buying a car — here is how it works.

Who Can Use the Service

Re-registration through «Diia» is available to individuals, legal entities, and sole proprietors. However, certain conditions must all be met simultaneously:

• Both the seller and the buyer must be registered in the «Diia» app with an active Diia.Signature.
• The vehicle must not be under arrest, pledged, or have any other encumbrances — the system checks this automatically through the Unified State Register of Vehicles.
• The seller must have an electronic vehicle registration certificate displayed in the app.
• Through «Diia», you can sell only one vehicle per calendar year. This restriction does not apply to entrepreneurs registered in the field of vehicle sales.

It is also worth remembering: «Diia» only supports the first sale of a vehicle during the current year. If you have already sold a vehicle earlier this year, you will need to visit an MVS service center in person.

Step-by-Step Instructions

Step 1 — The seller initiates the transaction. Open «Diia», go to the «Services» section → «Sell a Vehicle». Select the car from the list, enter the price and your contact details (phone number and email). Review the draft agreement — then share a QR code with the buyer or send them an electronic link.

Step 2 — The buyer confirms the transaction. The buyer opens the link or scans the QR code in «Diia», checks the vehicle details, and confirms the purchase. At this stage, they also choose whether to keep the old licence plates or order new ones, and specify the Nova Poshta branch for document delivery.

Step 3 — Signing the agreement. Both parties sign the purchase and sale agreement using Diia.Signature. Important: the agreement must be signed within 24 hours of its generation. If one of the parties fails to do so, the agreement is automatically cancelled. It can only be cancelled manually before signing.

Step 4 — Payment of fees and delivery. Each party pays the applicable fees. The administrative service fee is 350 UAH. The registration certificate form costs 606 UAH. If the buyer orders new licence plates, the price depends on their type. The signed documents are sent to the MVS service center, and the completed package is delivered via Ukrposhta.

Step 5 — The buyer receives the vehicle registration certificate. Immediately after the transaction is completed, the new owner can see the electronic registration certificate in «Diia». The physical document and licence plates (if ordered) will arrive by post.

How Much It Costs — and Who Pays What

The government-related costs are transparent. The administrative fee of 350 UAH plus the registration certificate form of 606 UAH is the basic minimum. New licence plates are charged separately, and their cost depends on the type.

However, there is also a tax aspect to consider — and it is important not to make a mistake here. In accordance with Article 173 of the Tax Code, income from the sale of a vehicle is taxed as follows:

• First sale of a passenger car per year — 0% personal income tax.
• Second sale — 5% of the vehicle's value + 5% military levy (from 01.01.2026).
• Third and subsequent sales — 18% + 5% military levy.

That is exactly why «Diia» allows only the first sale per year to go through: the second and beyond require a different registration process — and different liability.

Before you sign — check the vehicle

«Diia» checks encumbrances and seizures automatically, but that is not the full picture. Actual mileage, involvement in accidents, number of previous owners — none of that is in the registry.
